All you have to do to earn this achievement is complete 27 quests in the Orsinium DLC.

Completing the Main Quest for the Orsinium DLC (and earning the associated achievement 'Kingmaker') requires the completion of 9 quests and 3 side quests. The remaining 15 side quests can be any that take place within Wrothgar (the geographical setting of the DLC).

Alternatively you could just complete 27 side quests, a comprehensive list of which can be found here:

    http://en.uesp.net/wiki/Online:Wrothgar

You can keep track of how many quests you have completed overall in the in-game achievement tracker (you can access this by pressing the cn_start button, scrolling down to 'Journal', then 'Achievements' and then 'Orisinium'). Once you complete 27, the achievement is yours!

Holy Murderer5Can confirm that it does NOT pop retroactively, not even after completing another quest, unfortunately you will have to do the quests again

LMarshall910Just re-did the 27 quests on a different character and the achievement popped. It does look weird having the Hero of Wrothgar achievement (40 quests) unlocked on a date before doing 27, but at least now I actually have it unlocked! Now to re-do the Saviour of Elsweyr achievement on another character to get that one to pop!

Sipuli91They actually fixed it! I logged in on my main that did the 27 quests ages ago and obviously couldn't get the achievement back then. Immediately after logging in, achievement unlocked!

Scream26I've completed the Hero of Wrothgar achievement on one character and this did not pop along the way. Started a new character on the same server, did ~30 quests in Wrothgar, and it still has not unlocked. :(

Update (9/29/22): I was able to get this to pop by following the steps below after finding advice elsewhere. Not sure which part did the trick or if all of it is required.

1.) Created a character on the European server (I normally play on NA). This ensured that the achievement was not unlocked by any character on the server and not marked as completed in my in-game journal.

2.) Completed 26 quests in Wrothgar and prepared number 27 for turn-in.

    3.) Hard reset my Xbox.

4.) Earned a quick achievement in a game other than ESO.

5.) Turned in quest 27. The achievement popped both in-game and via Xbox.

Since achievements are not shared between servers, having a back-up character on whichever server you don't normally play on allows you to earn the in-game achievement a second time if the Xbox achievement doesn't pop the first time.

M1DNYT3Just logged in to my NA character where the achievement is done in-game and was bugged in Xbox Live. Can confirm that it had unlocked retroactively for me, had to do nothing except select the character and spawn in the world, however I must mention I got another in-game achievement (unrelated to Xbox Live) popped up for me for some reason, and after that this one popped as well. So bear in mind you might need to get some other in-game achievement before this one will be considered unlocked in Xbox Live and will pop for you.
