  This guide is outdated and need to be updated. You no longer need to be lvl 25, but you DO need to make sure you have either completed or have not picked up the starter for the Elsweyr Prologue quests "The Demon Weapon".
  
  If this quest is not triggering for you, go into your journal and Press Y to abandon "The Demon Weapon".

  THANK YOU Vok! I had "The Demon Weapon" quest and as soon as I abandoned it, then zoned somewhere else, the little imp came and game this quest. I've been struggling for so long figuring out why this main quest wasn't activating for me.

  This is the second ESO achievement to not pop for me. Game is bugged. Refunded my ESO subscription and moving on to other games.

  Quick update: this quest will unlock for you when you abandon another one - The Deamon Weapon. In both you have to speak with Tharn, so they are blocking themselves.
