SpellStream is first obtainable as a pickup for the character Eleanor Uziron (Who first gets unlocked by opening the coffin in the new Lake Foscari map).
Once you reach level 10 with Eleanor SpellStream will drop nearby and all you'll need to do is level it as you would any other weapon!
