When starting a match you can start your own squad.
Do so and you will be squad commander.
As you progress towards the objectives either press rb or the d pad and select the pocket watch.
You can now place an OP by holding LT and then RT to place it.
If there are enough supplies around, while holding LY you can press down on the d pad to select a garrison
