  I swam up to the first guy on the docks and killed him with a throwing knife. He dropped a pistol with a silencer which I used to kill 3 other guys on the next dock over while under water (B button).
  
  Swim up close because it's sometimes hard to see plus you need to hit them a couple of times

  Hello Guys, In this video we are going to show you how to get the Crocodile Achievement in Mission 3: Wetwork. At the start of the level swim up to the first enemy kill him with your throwing knife. Then pick up his silenced pistol that he drops.
  
  Swim over to the right side and there will be 3 enemies spawned there. Simply take them out with your Pistol and the achievement is yours.

  Done on Mission 04: Wetwork. At the start of the mission, you can retrieve a silenced pistol from the first hostile you meet on the pier. This gives you the ability to kill under the waterline and remain undetected. With pistol in hand swim underneath an enemy and open up on them with the pistol until dead. Resurface to get some air, find another target and go again. Kill three enemies while under the water and the achievement should pop.
  
  All hostiles drop weapons if you need to restock on ammo or fancy going fully automatic!
