  throw lightning rod on the ground if it stands up and makes a noise that's 1
  if its flat on the floor sand on the base of the lightning rod to help it stand up
  pick them up and repeat

  I eneded up creating 2, and did this in the safehouse, i kept on dropping them and one of them pretty much flew away, but still got the achievement! still works thanks god!

  Refining a bit on the comment from ElDylto1612 Craft 2 so you'll always have one selected in your quick inventory after throwing one down. If you throw both you'll have to pick them both up again and re-select it by pressing down on the D-pad.
  
  Find a corner in the safehouse and stand 45 degrees facing it. Since Ollie throws them out horizontally it'll bounce off the one wall and be mostly standing when it hits the ground. Find the right distance to stand, then you should just be pressing RT to throw it, wait for the noise that it has engaged, then press X to pick it up again. Repeat 25 times

  Here is the quickest way to earn this achievement:
  
  Construct 1 Lightning Rod.
  Head to the nearest safe zone.
  Deposit all of your gadgets in to the stash so that only the lightnng rod remains.
  Stay in your safe house
  Now to ensure that when you throw the lightning rod stands upright, hold in to aim and then throw when the red arrrow appears, this way it always stands up.
  once it has landed upright immediately pick it up and as there are no other gadgets in your inventory you can immediately select it again with and repeat the process without having to go through your whole inventory.
  
  RInse and repeat 25 times. Without ever needing to leave your safe house.
  
  You do not have to electrocute anybody. IT APPEARS THE ACHIEVEMENT IS SIMPLY FOR DEPLOYING A LIGHTNING ROD 25 TIMES.
