    This first instance that you can do this is once you reach the STARS Office for a first time, where you can find a flash grenade inside.

    Outside of this area, find the Licker enemy, which is a large enemy that crawls on the walls and ceiling. Once you locate it, throw your stun at it to flash it, and unlock the achievement.
