    The achievement now appears to be fixed meaning you need to collect all shelters,

    If you see a building with smoke coming from the chimney this will be a safe house. I believe each area has a secondary quest for finding the main hatch for that area however most area have 2 or more hatchs.

    Here is the list as it appears in the game.

    St. Georges Holm Hatch.
    Secondary St georges Holm.
    Maidenholm Hatch.
    Eel Pie Hatch
    Eel Pie Hatch 1
    Eel Pie Hatch 2
    Barrow Holm Hatch
    Luds Holm Hatch
    Luds Holm Hatch 2

    coipIt seems I can't unlock the hatch in the Parade district because it's tied to the A Model Citizen quest, which requires you to help some models. But, unfortunately, I killed the models, and now the quest title shows up in the completed section of my quest list with red font instead of black font. Is there any other way to get the photo room key and complete that quest? That seems like an absurd design flaw in the game.

    I don't think this is the case. As I posted above, I couldn't unlock The Parade shelter as Arthur. However, when I unlocked it as Ollie, the achievement popped. I think you just have to unlock all of the shelters Arthur has access to (e.g. Sally has a shelter Arthur cannot access) playing as either Arthur, Sally, or Ollie.

    coipIt was bad timing: I went into Joy withdrawal right as I had loaded into the basement and immediately both models started attacking me because of it. It wasn't clear they were necessary quest NPCs, so I fought back and killed them.

    aixlaI can’t find the 2nd Luds Holm hatch. And I’ve explored everywhere I can think of. Has anyone else had an issue where one of the hatches just won’t spawn?

    Dokta VI can confirm that for successful acquisition of this achievement you only need to unlock the primary shelter in each region (the one you receive a quest for), and not the secondary or tertiary ones. This is not to say that a glitch may prevent this from unlocking, but for me I only unlocked the quest related shelters (6 in total) and the achievement popped.

    JohnVaunMastroStrangely enough, I wasn't able to get this during my Arthur playthrough even though I got every hatch but it did unlock as I got the last of Ollie's.

    eleven eighteenI just got this as Arthur when I powered up the Parade District hatch, but I DID NOT have all the other hatches. Specifically the Eel Pie 1 and 2 hatches from the list given in the solution. This is my first playthrough. So it seems maybe you only need the main hatches in each district and not secondary ones?
