After reaching the Brass Fortress, go to Daram Stables. In front of the stables you will find a Dark Elf NPC by the name of Palbatan, who will give you the "Cogs of Fate" quest.
Once you are done with the quest and hand it back in, run to the outlaws refuge in the brass fortress and as you enter, straight ahead of the entrance is a book called "Thoughts of the Honored Assistant". Read this book.
Now return to the Prognosticator located at Vale of Tiers and once you talk to it, you will input the passphrase and it will give you a hint about the next DLC.
