At the beginning of the game after you have completed the Redacting and are able to leave the office, there will be a door on the right hand side of the hallway with a folder jammed in the door.
Open this door and go to Clive’s Redactor machine.
There are 3 files you need to approve or censor.
Approve the first document and censor the other 2 and the achievement will unlock.
